MELBOURNE, Feb 5 AAP - Enslaving women for prostitution is dehumanising and "about
as bad as it gets for a woman", a Supreme Court judge said.
Justice Chris Maxwell delivered a withering rebuke during an appeal by a former Melbourne
brothel owner against her jail term for enslaving five Thai women as prostitutes.
Wei Tang was sentenced to 10 years jail in 2006 for forcing the women to serve 900
clients to work off debts of $45,000 each at her inner Melbourne brothel, Club 417.
Her conviction was quashed and a fresh trial …

BRISBANE, Dec 2 AAP - Three people have died in a single-vehicle crash in central Queensland.
Police say it's too early to tell what caused the crash, which occurred on a road north
of Clermont, near Moranbah, just before 2pm (AEST) on Friday.
The Gregory Development Road has been closed while police investigate.

He also does SEC work such as legal opinions, filings, and document reviews for publicly traded companies.
Chalela also served as the Chief of Military Justice managing the courts-martial jurisdiction for the entire six state New England region. He also advised and educated the United States Air Force Office of Special Investigations and Security forces on all legal aspects of criminal investigations and was responsible for drafting contractual agreements with local law enforcement.

BRISBANE, Dec 8 AAP - A female cleaner on duty at the Gold Coast Hospital sustained
a cut to her neck during an assault overnight.
The Queensland Health employee was working in an unoccupied area of the hospital when
a man stabbed her with a "bladed weapon" at about 9pm (AEST) Tuesday, police say.
The woman suffered a cut to her neck.
Gold Coast police questioned a suspect overnight.
He has since been released.
Police say they are still looking for the attacker.

SYDNEY, Aug 1 AAP - Replacing toxic gas heaters in NSW schools could take up to a decade
and the cost will balloon way past the $170 million estimated by the state government,
according to heater industry experts.
In another blow for Premier Kristina Keneally and her Education Minister Verity Firth,
some schools will have to have their entire electricity supply upgraded, at a cost of
about $150,000 each, to switch heating methods, The Sun-Herald says.
The paper says it has also learnt that sections of the NSW public service believe the
government's bungled commitment to replace 55,000 heaters is a purely political decision
seven months out from an election and that unflued heaters - millions of which are used
in the US, Britain and New Zealand - are perfectly safe.
The debacle threatens to destabilise the leadership of Ms Keneally. Both teachers and
MPs from Labor's Left faction are furious at the treatment of Ms Firth by the Premier
after Ms Firth announced the replacement program without Treasurer Eric Roozendaal's approval.
For the past two decades, every unflued gas heater in NSW state schools has been made
and installed by just one company, Bowin Manufacturing at Brookvale.
Industry sources said the most likely alternative supplier to Bowin is the Japanese-owned
Rinnai, whose energy-saver model, at between $3000 and $4000 a unit installed, will cost
up to four times as much as Bowin's purpose-built DB90 Lo-Nox model.
The price for heaters alone would be $220 million - $50 million above current estimates
- but Ms Firth conceded last week that some schools, particularly heritage-listed ones,
could not be fitted with flued heaters and would need alternatives such as reverse-cycle
air conditioning.

NSW: Bus drivers will go ahead with strike
Bus drivers WILL go ahead with a strike tomorrow .. saying the government's offer of
a six per cent pay rise over two years is too late.
The drivers' union says the State Transit Authority refused to let union members attend
a meeting to decide on strike action tonight.
Rail Tram and Bus Union spokesman RAUL BAONZA says the 24-hour strike will now go ahead.
Premier KRISTINA KENEALLY confirmed tonight that the government would honour an offer
of wage increases of three per cent .. back dated from June 12 this year .. and a further
three per cent from next June.
But Mr BAONZA says it's too little, too late.
The strike's expected to affect up to 600 thousand commuters in Sydney and Newcastle
.. although western Sydney services on the Liverpool Parramatta Transitway won't be affected.

Fed: Turnbull faces a politically hazardous week
CANBERRA, Aug 9 AAP - Malcolm Turnbull is expected to survive as opposition leader
this week as he faces an array of political hazards inside and outside federal parliament.
Coalition MPs are bracing themselves for a "very bad" Newspoll on Tuesday, leading
some Liberals to speculate about an alternative to Mr Turnbull.
On the parliamentary front, Mr Turnbull is facing a revolt from some Nationals senators
unwilling to back the coalition's change of mind on the government's plan to raise the
alcopops tax.
In the joint partyroom the opposition leader needs to finalise the coalition's position
on government legislation setting up an emissions trading scheme from 2011.
And if that isn't enough, Mr Turnbull's role in evidence a Treasury official gave to
a Senate inquiry looking at the OzCar scheme might be referred to an upper house privileges
committee for investigation.
In ordinary circumstances, talk of a change in the leadership might have some validity
but, right now, the Liberals have few, if any, alternatives to pursue.
Opposition frontbencher Christopher Pyne says any talk has been limited to two or three
people who "swim in a different direction".
"I can tell you that 99 per cent of the party room are 100 per cent behind Malcolm
Turnbull," he told the Nine Network on Sunday.
There was no doubt Mr Turnbull was the best person to lead the party to the next election,
he said, dismissing the likelihood of another damaging Newspoll on Tuesday.
Mr Turnbull's standing, already 50 points behind Kevin Rudd as preferred prime minister,
could fall to a new low as voters judge the opposition leader's recent performance.
"The last two weeks have seen the media full of unfortunate speculation ... and I think
we have to assume that the Newspoll will be very bad," Mr Pyne said.
But he dismissed the importance of any poll, saying they indicated "transient popularity".
Mr Turnbull is battling to maintain a united coalition position on the alcopops tax
hike, almost certain to pass the Senate on Wednesday.
The opposition, with the help of Family First senator Steve Fielding, voted down an
earlier attempt to impose a permanent 70 per cent tax hike on ready-to-drink alcoholic
beverages - also known as alcopops - as a way of tackling binge drinking.
A second attempt is supposed to have coalition backing, a position now threatened by
Nationals Senate leader Barnaby Joyce.
"It's just a tax grab," he told Network Ten, adding he didn't think the Nationals should
be supporting the move.
Senator Joyce has even more support inside the coalition for a tough stance against
the government's emissions trading model - the carbon pollution reduction scheme.
Upper house debate on the scheme starts on Tuesday before a vote is taken on Thursday,
when the legislation is almost certain to be opposed by all non-government senators
What happens in November, when the government makes a second attempt is not yet certain.
There are some in the coalition who believe the opposition should not stand in Labor's
way, especially as a second rejection would give the government a double-dissolution trigger.
Others, such as Senator Joyce and veteran Liberal MP Wilson Tuckey, want the coalition
to maintain a tough line.
Mr Tuckey plans to use Tuesday's party meeting to continue his criticism of Mr Turnbull,
after describing him as "arrogant and inexperienced" on emissions trading, in a email
to colleagues.

A 70-year-old man has been rescued after falling 14 metres from a cliff in Sydney's
south during a late night walk.
Someone heard his calls just before seven o'clock this morning .. from the bottom of
Cronulla Point at the beach's southern end.
The elderly man's been airlifted to St George Hospital where he's in a serious but
stable condition.

Fed: Opposition to support Greens' plan for water inquiry
CANBERRA, Aug 27 AAP - The federal opposition has vowed to support a plan to launch
a senate inquiry into ways of securing vital water for South Australia's Coorong wetlands
and the lower lakes of the Murray River.
The Australian Greens want to investigate the volume of water which could be provided
to the Murray-Darling system to replenish the lower lakes and Coorong, including options
for sourcing and delivering the water.
It would consider possible incentive and compensation schemes for current water-holders,
options for the once-off compulsory acquisition of water and any likely transmission losses
and the most efficient and effective strategies to manage the delivery of water.
Opposition Leader Brendan Nelson said the coalition would back the plan and wanted
to broaden its scope to cover any advice and information the federal government had received
on options to provide immediate relief to the lower lakes.
"Yes we are," he told ABC Radio this morning when asked if the opposition would support
the Greens' bid for an inquiry.
"In fact we'd like to see it go a little bit further.
"We want to make sure that the urgent advice that (Climate Change and Water Minister)
Penny Wong and (Prime Minister) Kevin Rudd have received in terms of what can be done
right now to assist water in the Coorong and the lower lakes, we think that should be
part of the inquiry."

New figures show up to one in five households under mortgage stress will lose their homes.

And Fujitsu Consulting .. the firm that compiled the report .. says once you're in
severe stress there's only about a 50-50 chance of getting out.
Smoking (SYDNEY)
Cigarette vending machines could soon be a thing of the past in NSW .. with the state
government looking to introduce Australia's toughest anti-smoking laws.
The Daily Telegraph reports that along with the removal of vending machines .. the
radical anti-smoking package will move cigarettes out of sight in shops and crack down
on underage smokers.
People will no longer be allowed to smoke while driving in cars carrying children ..
and there will be restrictions on underage employees selling cigarettes.
Contracts (MELBOURNE)
Badly behaved patients are being forced to sign good conduct contracts to stay in some
Victorian hospitals.
News Limited newspapers report the Royal Melbourne .. Alfred .. St Vincent's .. Monash
and Western hospitals are using the behaviour contracts in a bid to reduce unacceptable
behaviour.
The newspaper says some of those patients forced to sign the contracts have been seriously ill.
They include a man with a serious heart infection who was forced to leave the Royal
Melbourne Hospital nine days early for breaching his contract .. which banned abusing
staff and using drugs.

Melbourne captain DAVID NEITZ has confirmed he will retire at the end of this AFL season
but he is determined to play again.
The Demons will put Neitz on their long-term injury list, meaning he will be out for

Vic: Victorians to expect a sunny Christmas
MELBOURNE, Dec 18 AAP - Victorians can look forward to a fine and sunny Christmas Day,
according to early forecasts.
Bureau of Meteorology senior forecaster Terry Ryan today said temperatures in the mid-20s
were expected statewide on Christmas Day.
"They will be around the 25-30 mark for most of the state," Mr Ryan said.
"It should be pretty good."
The bureau is expecting rain every day until Sunday.
But by Christmas Day Eve showers will clear with a fine day and top of 23 expected.
Although the mercury will hover around the high 20s this week, Mr Ryan said the usual
hot spell before Christmas was missing this year.
"We haven't really had any really hot weather at all, which is unusual for December," he said.
The bureau will release a more comprehensive forecast later today.

Qld: Western Queensland women protest council amalgamation
BRISBANE, Aug 6 AAP - Brisbane has witnessed its most heartfelt protest against council
reforms yet, with more than 70 women, children and babies from western Queensland gathering
outside the office of Queensland Premier Peter Beattie today.
The group travelled 1,100km through the night with the hope of meeting Mr Beattie,
who is discussing plans to cut the state's 156 councils to 72 with state cabinet today,
before introducing the legislation to parliament tomorrow.
Jacinta Latta, whose husband works for the Isisford Shire Council, fears her family
will lose its livelihood under the plans.
The shire is set to merge with Ilfracombe and Longreach shires under the proposal.
"We would lose our livelihood, our lifestyle therefore, and our house that we just
bought last year would be, I imagine, worth nothing, yet we still have ... a lot of years
left to pay our house off," Mrs Latta told reporters.
"There's no other industry that my husband could go into in the Isisford Shire that
would keep us there - our kids have a fabulous life out there."
Mrs Latta also delivered a tearful plea for people in the city to care about the impact
of the Beattie government's reforms.
"Not so long ago I lived in a big shire on the coast, and if I saw all this on the
news I wouldn't care less either," she said.
"I could have been one of the people that doesn't listen ...
"It's absolutely critical to me that somebody listens and cares (and) understands."
Fellow Isisford resident Tammy Bailey said she feared towns like hers would be rubbed
off the map under the reforms.
"There's a huge possibility that our town is going to halve in the next three years," she said.
"You take somebody from the shire (council) office leaving: they might have five kids
that go to the school, so those five kids are gone, therefore we lose a teacher aide,
so the teacher aide leaves town with her husband.
"It's a domino effect, that's why we're so passionate about it."

MELBOURNE, Feb 13 AAP - Children's television favourite Humphrey B Bear's future is
uncertain, with the Nine Network yet to commission a new series of the beloved bear's
program despite a looming deadline.
Humphrey, the pantless, speechless television bear who has been a fixture on Australian
television since 1965, is yet to set a deal with Adelaide-based Banksia Productions to
commission a new series of Here's Humphrey, Fairfax newspapers reported today.
Nine holds the Australian rights to Here's Humphrey and, under the deal, can repeat
each episode three times. Here's Humphrey is not currently airing, but the Nine Network
has only weeks left of daily repeats if it does not do a deal with Banksia, Fairfax said.
This left the door open for the rival Seven and Ten networks to step in and give the
bear a new home.
When questioned on the future of the honey-loving bear at Nine, network chief executive
Eddie McGuire said: "We don't negotiate through The Age. We are in a production break
at the moment and we'll discuss Humphrey in due course".
Nine has signed a two-year deal with the makers of rival program Hi-5 and has ceased
promoting Humphrey as one of its programs on its website, Fairfax said.
Banksia spokesman Stewart Lamb refused to comment on speculation that rival commercial
networks were set to headhunt Humphrey, but said keeping Humphrey on Australian TV was
important.
"He's been on Australian TV for 42 years and we don't want that to end," he said.
Humphrey is a big overseas seller. Banksia flies in Mandarin and Spanish-speaking presenters
to serve its large Chinese, Spanish and South American markets.

SYDNEY, Aug 26 AAP - Premier Morris Iemma says the federal government must shoulder
the blame for leaving NSW taxpayers with a $12 million bill for the failed Snowy Hydro
sale.
But Opposition Leader Peter Debnam insists the liability is of Mr Iemma's own making.
NSW owes more than this amount to bankers, lawyers and advertising agencies after Prime
Minister John Howard effectively scuttled the planned privatisation in June, Fairfax newspapers
reported today.
But Mr Iemma said the federal government had "pulled the rug" on the sale and was responsible
for costing state taxpayers the money.
"We will certainly be seeking to hold them accountable on that," Mr Iemma today told reporters.
"They pulled the rug from under the sale, so yes, the commonwealth bears the responsibility
for it."
NSW would have benefited much from the sale of the electricity company, but the $12
million loss had cost taxpayers investment in roads, schools and hospitals, Mr Iemma said.
Mr Debnam described Mr Iemma's move to blame the federal government as "extraordinary".
"He was the one who initiated the privatisation," he pointed out.
"He was the one who declared he was going ahead with the deal regardless ..."
When the sale had fallen through, Mr Iemma had "collapsed in 23 minutes", Mr Debnam said.
"The $12 million are entirely Mr Iemma's," he insisted.
In June this year the federal, NSW and Victorian governments announced the sale of
the iconic power company was dead, a change of mind led by the federal government and
quickly followed by the two state governments.
The turnaround followed strong public opposition.
The aborted privatisation cost taxpayers more than $20 million in fees for bankers,
lawyers and advertising agencies, Fairfax said.
The lion's share of this went to the financial advisers, including Goldman Sachs, JB
Were, UBS, Macquarie Bank, Deutsche Bank and ABN Amro.
The three governments spent $9.75 million on their fees.
The figures were revealed late yesterday by a parliamentary committee investigating
the Snowy Hydro's future ownership.
Meanwhile the Victorian state opposition claimed the Bracks government conned Victorians
over its commitment to revive the Snowy River, withholding secret plans to turn off flows
from a major tributary.
In a move lauded in 2002 as the start of a $300 million Snowy River revival, the Victorian
and NSW government closed the Mowamba River aqueduct between the NSW towns of Jindabyne
and Dalgety to stop water flowing to the Jindabyne dam.
Water instead poured over the Mowamba Weir wall into the Snowy River, but the flow
has been reduced to a trickle since February when the Snowy Hydro began diverting water
back into the Jindabyne dam.
The Snowy Hydro said the Mowamba flows were always going to be temporary, a fact opposition
water spokesman Denis Napthine said was conveniently kept from locals.
Mr Napthine said Premier Steve Bracks and and his government would have been well aware
of the proposed plans for the Snowy River and had deliberately misled East Gippsland and
Victoria over the flow rate.
East Gippsland Independent MP Craig Ingram said while he did not believe Mr Bracks
knew about the plans at the time the joint government initiative was announced, the Victorian
Government now had a duty to demand accountability by its NSW counterparts.

Qld: Cyclone Monica loses intensity
BRISBANE, April 19 AAP - Cyclone Monica lost intensity early today as it roared across
far north Queensland and the threat of mass evacuations eased slightly despite widespread
flooding.
As a category three cyclone, Monica made landfall about 2pm (AEST) yesterday just south
of Lockhart River on Cape York, causing damage to about 15 per cent of homes and destroying
large amounts of vegetation.
But by 2am (AEST) today, Monica had been downgraded to category two, although it was
still packing winds of up to 130 kph.
At that time, Monica was reported to be about 60 kilometres south east of Aurukun -
one of the larger communities in Cape York with a population of about 1,200 - and was
moving south east at 20 kph.
Late yesterday, the greater worry had been the torrential rain Monica dumped on Cairns,
some 800 km south of the remote Lockhart River Aboriginal community.
Cairns' main water supply dam, Copperlode, rose rapidly to 1.6m over the spillway by
early evening.
It was feared at the time that more than 1,000 people would probably need to be evacuated
from hundreds of homes if it reached the "critical" two metre mark.
At 4am (AEST) today, Queensland's Counter Disaster and Rescue Services reported that
the water level appeared to have stabilised, dropping slightly to 1.5m.
"Localised flooding may occur in the area, but no evacuations have yet been necessary
in Cairns," said a spokesman.
"But inundation is likely in outlying areas to the north, at Holloway Beach, Yorkeys
Knob and Machans Beach."
The Captain Cook Highway between the Barron River Bridge and Smithfield, north of Cairns,
was expected to be cut.
All trips to the Great Barrier Reef were abandoned yesterday and flights in and out
of Cairns cancelled.
The Kuranda Railway, a popular tourist train which winds through World Heritage protected
tropical rainforest, was halted because of a landslide along the line.
Cyclone Monica hit the far north Queensland coast almost exactly a month after maximum
category five Cyclone Larry tore through the Innisfail region on March 20, causing widespread
devastation.

One story has it that Praslin's chef prepared the sugar-coated praline for King Louis XIV, a dinner guest of the marshal. Another, and one with more authoritative approval, is that the praline had its genesis in the marshal's stomach problems. The marshal liked to nibble almonds, but they gave him heartburn. His chef suggested that if the almonds were browned in boiling water, they would be more easily digested. The result of the chef's ingenuity was a happier marshal, with fewer heartburns, and a confection of sugar-coated almonds that has become quite popular under the name praline.
The American version, introduced in New Orleans, substitutes pecans for the almonds. The Creoles in Louisiana who were responsible for the preparation of these goodies chose the pecans because they were locally available. Nevertheless, they retained the name praline, thus immortalizing, eponymously, César du Plessis-Praslin.
Although possibly an apocryphal story, the marshal is said to have died with a silver tray of pralines at his bedside.
IT abuses rampant; Study reports widespread losses from cybercrime.
A recent survey on cybercrime conducted by information security company Integralis highlights the risks British companies face as the use of technology and the Internet increase.
Theale, England-based Integralis, a subsidiary of the German-Anglo Articon-Integralis Group Ltd., surveyed the directors of 1,000 leading U.K. companies.
According to Integralis, of the 150 company directors who responded to the survey, 72% stated that their individual companies had lost thousands of pounds as a consequence of "cybercrime" in the past three years. For 16%, the company losses had run into tens of thousands of pounds; for 6%, hundreds of thousands; and 1% estimated that it had cost them millions of pounds.
In total, 56% of those who responded said their companies had lost money through Internet abuse; 79% had been the victims of virus contamination; 15% had experienced the theft of company information using information technology; 10% had had data or networks sabotaged; 10% had intercepted e-mails with some form of criminal content; 6% had experienced financial fraud; and 15% had service denied through cybercrime.
Information security policies on internal breaches had been adopted by 73% of companies who responded, but 10% of the responding directors said their companies had no information security policies at all. Thirty percent of respondents did not know that company directors can be prosecuted for cybercrimes committed by their own employees on their company networks.
Among respondents, 55% identified cybercrime as being a significant threat to their company. Meanwhile, 32% of the company directors reported having at least one disgruntled employee pass confidential company information to a third party; 50% reported one or more employees accidentally distribute confidential information; and 62% said they had had at least one employee distribute offensive e-mail, such as pornography.

Leading figures in communications and technology will meet for a free, public conference at the University of Southern California's Annenberg Center for Communication on Nov. 6 and 7.
The two-day conference is aimed at generating public discussion about the advent of new technologies such as the Internet, multimedia and digital media, their impact on our culture and ultimately, their effect on "communities" defined by both geographic and virtual boundaries.
Led by MIT expert and noted author Sherry Turkle, a group of renowned panelists representing business, media, social/community services and academia will discuss issues including Privacy and Censorship, The Communities of Place and Cyberspace, The Problems and Potentials of Prediction, and Visions of Technology.
The Metamorphosis Project
The conference is the first public event hosted by the Metamorphosis Project of the Annenberg School for Communication and the Annenberg Center for Communication at the University of Southern California. The Metamorphosis Project includes an in-depth study of the relationship between community and technology in Los Angeles and a digital archive on the history of visions of technology.
"Throughout history, the birth of new technologies has been greeted with a mixture of fear and optimism," said Sandra Ball-Rokeach, professor, Annenberg School for Communication and principal investigator of the Metamorphosis Project. "Public debate has always hovered at two extremes: Utopians have fantasies that new technologies will provide a panacea, curing all that is wrong with culture, as we know it.
"The Dystopian perspectives tend to view new technology as a threat to our very social fabric. Yet, the debate rarely addresses the actual impact of new technology until it infiltrates our culture and reaches a critical mass, as we've seen with the rapid development of the Internet."
"With this conference, we want to bring great minds from across a wide array of arenas to bring policies and issues to the forefront of public awareness, before the technology evolves any further," added Ball-Rokeach.
"New technologies have specifically been blamed as a threat to traditional class and gender relations, as detrimental to the family and as highly destructive to communities, while also being viewed as a solution to many of our social problems," Ball-Rokeach explained.
According to Ball-Rokeach and her research team, the development of print, photography, electricity, the telephone, film and other media produced debates very similar to those that today surround conversations about the Internet.
"A great example of the pattern we are describing is the reaction to television," said Marita Sturken, assistant professor, Annenberg School for Communication. "The birth of television spawned debates about its effect on children, its addictive qualities and its potential to cause juvenile delinquency -- arguments very similar to those heard today about pornography and pedophilia on the Internet and government's attempt to regulate access as a result."
"Public debates on new technologies have considerable impact on political agendas to regulate these technologies and the ways in which various communities perceive them to be potentially useful or harmful," said Douglas Thomas, assistant professor, Annenberg School for Communication. "However, there is little dialogue between the social arenas of policy, industry, media, academia, popular culture and community activism on issues related to the impact of new technology, namely the Internet.
"If modern debates are to be more informed and useful than those that arose during the birth of print, film and television, the debate needs to be raised above the level of the potential fantasies/cure all (Utopian) and potential social threats (Dystopian) factors of each technology," Thomas said.
The conference will take place in USC's Davidson Center from 8:30 a.m. to 5 p.m. on Friday, Nov. 6, and from 9 a.m. until 4 p.m. on Saturday, Nov. 7. A collection of papers written by conference panelists and addressing the impact of new technologies will be published by the Metamorphosis project in 1999 -- as a final product to the conference.

Half of UK owners post pictures of their animals online and one in 10 pets have their own accounts, a study by insurance group Petplan found.

Before more than 1,000 people at Nottingham High School Wednesday night, linguist and political analyst Noam Chomsky spoke about American foreign policy, public education and how it feels to be called stupid.
Shortly after the death of Osama bin Laden, Chomsky wrote a reaction piece for Guernica magazine where he called the military action in Pakistan "a planned assassination" that should have ended with bin Laden being taken into custody and not killed.
The article sparked much discussion on the Internet, including an article from journalist Christopher Hitchens that calls Chomsky's reactions "stupid and ignorant."
During the question-and-answer portion of the event, Chomsky responded to Hitchens.
"If I wanted to stoop to that level, there would be very simple responses. He's been producing hysterical rants for 20 years," Chomsky said. "I just ignore them. They're not worth responding to."
During his speech, which commemorated the 75th anniversary of the Syracuse Peace Council, Chomsky discussed how American foreign policy has affected its own population in a negative way.
"Foreign policy and domestic policy are driven by a search for security, in a very special sense," Chomsky said. "Security for those groups in society who Adam Smith called "the masters of mankind,' those who basically own the society and are the principal architects of policy and design it so their own interests will be well served, no matter how grievous the impact on domestic population."
Chomsky also discussed how American foreign policy is used to stabilize other countries in which it has a vested interest. One of those countries was Chile during the 1960s and '70s.
"When we invade those countries, and half destroy them, that stabilizes the region. This is the normal usage of the term stability," Chomsky said. "Stability means we run it, we own the world."
The revolutions in countries like Egypt and Tunisia over the last few months have inspired their neighboring countries and threatened the United States, Chomsky said.
"It's threatening to bring democracy," Chomsky said. "And democracy, if it means anything, it means that the will of the population has some effect on policy, not just the masters."
Breaking from the topic of American foreign policy, Chomsky discussed the tragic state of education in the country. He specifically mentioned the public education system in Southern California.
"The public education system is being systematically destroyed," Chomsky said. "The tuition is so high in the major universities, it's just for the rich. It's at the level of Ivy League colleges."

The Company uses turnover (non-GAAP), defined as total customer advertising spending placed through or with Charm, to reflect the scale of its business.
The 39.9% year-over-year increase in total turnover was mainly due to the increase in the number of advertising clients and the increase in advertising spending from existing clients. The 0.3% quarter-over-quarter decrease in turnover was largely attributed to stronger demand from clients in the fourth quarter of 2010 due to seasonal factors.
The 36.1% year-over-year increase in advertising agency business, or agency business, turnover was mainly due to the increase in the number of new agency clients and the increase in advertising spending from existing agency clients. The 5.1% quarter-over-quarter decrease in turnover was mainly attributed to stronger demand from clients in the fourth quarter of 2010 due to seasonal factors. In the first quarter of 2011, Charm provided advertising agency services to 140 advertising client accounts, 5 of which were acquired in the first quarter of 2011. The revenue extraction rate, which is defined as revenue divided by turnover, for the agency business was 4.9%, compared to 5.0% for the first quarter of 2010 and 5.1% for the fourth quarter of 2010. Charm expects the revenue extraction rate to increase as the Company expands its full service offerings across all media platforms under Charm Advertising and ramps up digital media offerings under Charm Interactive.
The 51.0% year-over-year increase in media investment management business, or principal media business which operates under the Shangxing Media brand, turnover (equivalent to GAAP revenue) was mainly due to the addition of Hubei Provincial Economic TV. Compared with the fourth quarter of 2010, the 15.3% increase was mainly due to the addition of Hubei Provincial Economic TV revenue. For the first quarter of 2011, Charm had 325 advertisers for its principal media business, compared with 206 advertisers for the first quarter of 2010.

The 18.1% year-over-year increase in selling and marketing expenses compared with the first quarter of 2010 was primarily due to increased headcount at Charm Interactive. Selling and marketing expenses represented 8.0% of the Company's total revenues for the first quarter of 2011, compared to 10.1% for the first quarter of 2010 and 9.7% for the fourth quarter of 2010.
The 73.3% year-over-year increase in general and administrative expenses was mainly due to greater professional expenses incurred after the Company became a publicly listed company. The 28.7% sequential decrease was primarily due to higher professional expenses incurred in the fourth quarter of 2010.

Cash Flows and Cash Position
Cash flow from operations for the first quarter of 2011 was positive. As of March 31, 2011, the Company had cash and cash equivalents of $130.5 million compared to $123.3 million at the end of the fourth quarter of 2010.
Employee Headcount
As of March 31, 2011, the Company had 560 employees, compared to 525 employees as of December 31, 2010.
Recent Business Developments
On March 21, 2011, Charm announced that it had been named CCTV's top advertising agency for 2010, based on the total amount of advertising spending placed on behalf of clients on CCTV. Charm has been in the top 10 rankings for each of the past 14 years.
In April 2011, Charm announced that its digital marketing agency, Charm Interactive, was awarded the digital marketing business for 2011 for Hisense Group ("Hisense"), a multi-billion dollar, leading home appliance, telecommunications and IT manufacturer in China. Concurrently, Charm Communications' full media communications agency, Charm Advertising, was also awarded Hisense's satellite and provincial television media account for 2011.
In the first quarter of 2011, Charm added several new major accounts including Baidu, Inc, Hainan Honz Pharmaceutical Co., Ltd and Huayi Brothers Media Corporation.

Non-GAAP Financial Measures:
To supplement the unaudited condensed consolidated financial information presented in accordance with Accounting Principles Generally Accepted in the United States of America ("GAAP"), the Company also provides the following non-GAAP financial measures: "turnover," which is defined as total customer advertising spending placed through or with Charm, and "non-GAAP net income," which is defined as GAAP net income excluding stock-based compensation expenses and impairment on investments.
